The board of directors was created for the Imagination Library of Franklin County (ILFC) in 2007 by Don Jobe in order to write the by-laws for the foundation.  They then went about seeking donations to create a financial base for the program in Franklin County. The ILFC applied for grants; they also went to clubs, businesses, foundations, and churches seeking funds.  At the Family Fun Day in May 2008, the ILFC set up a booth and began registering children.

The ILFC board continues to solicit support from the community through grants, fundraisers, reminder letters to all past pledges, information at funeral homes for memorials, while also speaking to various Franklin County clubs and organizations.  They encourage donations in honor of births, anniversaries, birthdays, and other celebrations.
